The Building Materials & Technology Promotion Council invites applications from interested professionals to join Project Appraisal & Monitoring Unit for BSUP and IHSDP Projects under JNNURM and ensuing other Mission projects for identified cities in India. BMTPC has been identified by Government of India as a Project Appraisal and Monitoring Agency for implementation of Jawaharlal Nehru National Urban Renewal Mission (JNNURM). Terms of engagement:-
The engagement of the professionals will be initially for a period of six months
which may be extended further based on the periodical review of performance and
requirement upto maximum of 2 years which will be decided by the competent
authority. However, the tenure of deputation will be limited to two years for
persons coming on deputation. The remuneration for the above mentioned posts
will be based on the qualification, experience in the respective field and
assessment in the interview. The employment will be governed by standard
contractual agreement and deputation rules as per Government of India. The
person working with Govt./Public Undertaking/ Autonomous Body may also apply
through proper channel. Reservations and Concession of SC, ST, OBC, Persons with

Information about Project Appraisal & Monitoring Unit
BMTPC has been designated as the Appraisal and Monitoring Agency for the projects under Jawaharlal Nehru National Urban Renewal Mission (JNNURM) by Mission Directorate, Ministry of Housing & Urban Poverty Alleviation. Appraisal and monitoring of these projects involves in-depth study, analysis and critical evaluation as per guidelines of JNNURM. The Council is also actively involved in conducting capacity building programmes for ULBs under JNNURM on the advice of the Ministry in various parts of the country. The monitoring of BSUP and IHSDP projects includes physical and financial progress, implementation of reforms. Monitoring Agency analyzes the projects output alongwith the quarterly report furnished by the State Government/ Union Territory to the JNNURM Directorate and shall also undertake field visits for physical verification of implementation. The outcome of such analyses along with the corrective measures suggested, if any, is furnished to the JNNURM directorate every month. Therefore, the BMTPC has established the Project Appraisal & Monitoring Unit for effective implementation of these projects.
Terms of Engagement
The professionals will be engaged on contract/deputation basis. The engagement of the professionals will be initially for a period of six months and may be extended further based on periodical review of performance and requirement maximum upto 2 years which will be decided by the competent authority. However, the tenure of deputation will be limited to two years for persons coming on deputation. The remunerations for contractual hiring or deputation of the individual professionals will be commensurate with the qualification, experience, performance during interview and recommendation of the Selection Committee, which will be final & binding. The employment will be governed by standard contractual agreement and deputation rules as per Government of India. The person working with Govt./Public Undertaking/ Autonomous Body may also apply through proper channel. A. Civil Engineer
Scope of Work
The Civil Engineers are required to work under Basic Services to Urban Poor (BSUP) and Integrated Housing and Slum Development Programme (IHSDP) and other ensuing mission projects which mainly cover housing and development of infrastructure projects in the slums in the identified cities; development, improvement of basic services to urban poor; slum improvement and rehabilitation projects. The role of Civil Engineers would be to appraise the projects coming from States and Monitor the ongoing projects in identified cities for their physical and financial progress. In addition engineers are required to visit the project sites for quality inspection, quality assurance and critical evaluation of the various components of the projects.
The ToR is not limited to the services indicated below. The Council shall incorporate more activities in the related field that are relevant to the job as required from time to time.
· Project appraisal, monitoring and use of latest software for project management, preparation and checking of cost estimates.
· Desk appraisal and analysis of quarterly progress report being furnished by State Government.
· Field visits and physical verification of implementation of slum development programmes.
· Analysis of implementation seven point charter i.e. provision of basic services to urban poor including security of tenure at affordable prices, improved housing, water supply, sanitation and ensuring delivery of already existing services for education, health and social security.
· Handholding of State and ULB authorities in formulating and implementing projects as and when required
· Capacity building activities at ULB, State and Centre Level

Qualifications and Experience
Essential
(i) Diploma in Civil Engineers with minimum 6 years experience in the field. OR
(ii) B.E./B.Tech/AMIE (Civil) with minimum 2 years experience in the field. OR

Information Technology Officer/MIS Expert ![]()

Scope of work
The MIS experts are required to work under Basic Services to Urban Poor (BSUP) and Integrated Housing and Slum Development Programme (IHSDP) and other ensuing mission projects which mainly cover housing and development of infrastructure projects in the slums in the identified cities; development, improvement of basic services to urban poor; slum improvement and rehabilitation projects. The job encompasses Managing database and MIS, Preparation of Monitoring Statements, online Monitoring and Data Analysis, Upkeep & Maintenance of Integrated Poverty Management System (IPoMS), Analysis of Quarterly Progress Reports, Software Development.
The ToR shall include, but not restricted to the following:
· Coordination of data entry and file uploads into systems used by the CELL/ ULB on a regular basis.
· Upkeep and maintenance of quarterly progress reports received from State Governments
· Coordinate management of electronic data pertaining to the ULB, including soft copies of letters, reports and numerical data. This may involve conversion of data and reports in hard copy to electronic form, as well as their storage in an organized filing system.
· Assisting Cell officials in operating IT systems on a daily basis; provide handholding support when required.
· Capacity building activities at ULB, State and Centre Level

(i) B.E.(IT)/MCA/M.Sc (Computer Science/IT) (with minimum 60%) having minimum 2 years experience in the field.

The Economist are required to work under Basic Services to Urban Poor (BSUP) and Integrated Housing and Slum Development Programme (IHSDP) and other ensuing mission projects which mainly cover housing and development of infrastructure projects in the slums in the identified cities; development, improvement of basic services to urban poor; slum improvement and rehabilitation projects. The job encompasses Project appraisal, Monitoring of Reforms, Data Analysis, especially related to the socioeconomic aspects of slum projects.
The Economist shall play an important role in revenue potential assessment, financial analysis of revenue and expenditure, explore potential for raising debt for projects, assess financial viability of investment plans, preparation of financial projections and revenue mobilization plans of the ULB.
More Specifically:
· Render advice on all economic matters. Coordinate with all Government and funding agencies on all financial matters
· Undertake detailed revenue potential assessments.
· Facilitate Public Private Partnership in new projects and assist in bid process management, negotiations, contract management and other financial aspects of the project
· Develop innovative approach towards capital financing
· Analysis of progress of key reforms under JNNURM
· Monitoring of Mission outcome indicators
· Timely preparation of reports and reporting for project purposes.

Qualifications and Experience

(i) Post Graduate in Economics, however, Ph.D in Economics is preferred.
(ii) Should have 2 years experience in handling economic matters of Government Agency/ Development Authority/Public Sector/NGOs and should be conversant with accounting on an accrual basis.
Desirable
- Experience in working of municipal environment would be an added advantage.
- Exposure to handling grant for project purposes is desirable

Social Development Specialist![]()

Scope of Work
The Social Development Specialist are required to work under Basic Services to Urban Poor (BSUP) and Integrated Housing and Slum Development Programme (IHSDP) and other ensuing mission projects which mainly cover housing and development of infrastructure projects in the slums in the identified cities; development, improvement of basic services to urban poor; slum improvement and rehabilitation projects. The job encompasses Project Monitoring, Structuring and Monitoring the projects by integrating to socio-economic surveys with livelihoods and poverty alleviation issues.
The ToR of the incumbent shall include, but not restricted to the following activities:
Provide necessary inputs for enactment of the Community Participation Law to institutionalize citizen participation and introducing the concept of Area Sabha in urban areas.
· Identify and address concerns related to gender and urban poor. Network with civil society and private sector.
· Departments such as health, education and social welfare in order to bring convergence of their schemes/leverage their schemes with projects under UIG.
· Render advice on all matters pertaining to social development, community participation, urban poverty alleviation, on demand.
· Analysis of progress of key reforms under JNNURM
· Monitoring of Mission outcome indicators
· Help collation of Social Impact Assessment and Environmental Impact Assessment studies for JNNURM projects, wherever required.

(i) Post Graduate in Sociology, however, Ph.D. in Social Science is preferred.
(ii) Should have 2 years experience in programme delivery in services, particularly to underserved sections of the society, preferably in urban areas, with adequate experience in social audit.
